In this article, we revisit the massacre of Haitians along the border with the Dominican Republic in October 1937. The aim is to understand how this massacre was named and denounced as early as 1937, and to follow the evolution of the terms used since then. Since the 1970s, a word has begun to gain currency in academic studies: genocide. But is this massacre legally a genocide? This is the question that this article attempts to resolve to “put an end to a hesitation,” in the words of Paul Ricoeur.
